1. Start with the matters you want to evaluate
Bosseo describes CLIONT as a guided survey built around a firm’s practice areas. Its public page says each practice area can have its own question path and that qualification can be weighted toward selected work. For a Media firm, begin with the matters you actually serve in Media and Delaware County rather than treating the borough’s population as a forecast of inquiries. The Census record identifies Media as a municipality and records its relationship to Delaware County; it does not show which legal problems residents have or which matters a firm should accept.
Recommended approach
Bring a current list of practice areas and make an explicit decision for each one: accept, review manually, refer elsewhere or decline. Ask Bosseo how those decisions would be represented in the proposed flow. Keep the local boundary precise in your content and internal routing: Media is in Delaware County, while Pennsylvania is the broader state context.
