Start with the inquiry path, not a population assumption
The Census record identifies Media borough and its relationship to Delaware County. It does not show how many people contact your firm, which legal services they seek or whether inquiries arrive from inside the borough, elsewhere in the county or another service area. For automation, the practical question is narrower: when an inquiry associated with your Media service area arrives, where does it go first, and what must happen next? That makes an intake-path review more useful than using population as a proxy for workload.
Recommended approach
List every current entry point serving Media and Delaware County. For each one, record the destination, required information, responsible person, response method and next action. Do not add routing rules until the firm has decided which geography, matter type and urgency distinctions are actually relevant.
