1. Define the service area before you define call rules
Lower Allen is a CDP in Cumberland County, not a synonym for every person or household in the county or Pennsylvania. The Census estimate identifies the geography and its population; it does not show how many people call a law firm, which practice areas they need, or whether calls arrive outside office hours. Your intake design should therefore distinguish a caller’s location from the firm’s service rules. A caller may identify as being in Lower Allen, elsewhere in Cumberland County or another Pennsylvania location, but that fact alone should not determine whether the firm accepts the matter.
