1. Start with the geographic boundary your firm actually serves
The Census record identifies Lock Haven as a municipality in Clinton County. That distinction matters when you design qualification: a visitor may be in Lock Haven, elsewhere in Clinton County, or outside the locations your firm accepts. Population data cannot establish how many people need legal help, how many will visit your website, or how many matters will qualify. Use the location question to clarify eligibility rather than to assume demand. Decide whether the intake should ask where the visitor is located, where an incident occurred, or whether the matter has another Pennsylvania connection. Those are different questions and may lead to different routing decisions.
Recommended approach
Write the geographic rule before choosing the video questions. Review whether the flow should identify Lock Haven, Clinton County, other Pennsylvania locations and out-of-area inquiries. Have counsel approve any jurisdictional language and decide what happens when the visitor’s location is unclear.
