Indiana borough and Indiana County are different geographic references. The Census record identifies Indiana borough as a municipality and records its county relationship as Indiana County. Your firm may serve the borough, the county, Pennsylvania more broadly, or another defined area; those possibilities should not be treated as interchangeable. That makes geographic definition an implementation decision rather than a conclusion drawn from the borough’s population. Review where the firm is actually prepared to accept matters, whether travel or remote consultation changes eligibility, and which locations should be excluded.
