1. Define the service area before setting the budget
The Census record identifies Hampden township and its relationship to Cumberland County. It does not establish that an ad will reach only township residents, nor does population establish how many people search for a lawyer. For your firm, the first geographic decision is therefore operational: which locations can you serve, and which locations should be excluded because they fall outside your practice, capacity or eligibility rules? Bosseo’s public LSA description says its program includes practice-area categories and service areas. That makes geographic scope a setting to review deliberately rather than a conclusion to draw from the population record.
Recommended approach
Bring a written service-area policy to the consultation. Separate Hampden township from any broader Cumberland County coverage you may consider, and identify locations that should not produce paid inquiries. Ask how the proposed settings will be reviewed when your caseload or staffing changes.
