1. Define Franklin coverage before you discuss budget
The Census record identifies Franklin township, Pennsylvania, and its county relationship as Greene County. It does not define your firm’s service area, and a township, a county, a metropolitan area, a household and an individual are not interchangeable. Your LSA profile therefore needs a deliberate geographic decision: whether the firm wants inquiries from Franklin township only, from additional communities in Greene County, or from another service area the firm is legally and operationally prepared to serve. Bosseo’s public LSA description says its program includes practice-area categories and service areas set deliberately. That makes geographic scope a planning question rather than a conclusion drawn from population.
Recommended approach
Bring a written service-area policy to the consultation. Identify where the firm accepts matters, where travel is practical, and which locations should be excluded. Ask Bosseo to review the proposed geography against the firm’s chosen practice categories and intake capacity. Do not treat Franklin’s population estimate as a forecast of calls or cases.
