Start with the geography your firm actually serves
The Census record identifies Elizabethtown borough as a municipality in Lancaster County. It does not establish the boundaries of your service area. Your firm may evaluate Elizabethtown separately from the rest of Lancaster County, or it may use a broader Pennsylvania footprint.
