1. Start with Cumberland’s actual service area
The Census record identifies Cumberland township, Pennsylvania, and places it in Greene County. It does not establish the size of a legal market, the number of prospective clients, the level of competition or the types of matters people may need. That distinction matters when you evaluate attribution. A township population figure should not become a forecast. Instead, define which geographic relationships your firm wants to review: Cumberland township itself, other parts of Greene County, or a broader Pennsylvania service area. Keep those areas distinct in your reporting so a Cumberland inquiry is not silently combined with a countywide or statewide inquiry.
