Make the Cumberland boundary explicit before you design the intake
The Census record identifies Cumberland township and its relationship to Adams County. It does not establish a broader Cumberland market, nearby service area, search behavior or prospective-client volume. That distinction matters because a qualification path should not imply that every visitor is eligible for the same representation. Before reviewing questions, state whether the firm is assessing inquiries from Cumberland township, Adams County, another Pennsylvania area, or a combination. Keep the geographic question separate from the legal-issue questions. A visitor’s location may affect fit, venue, conflicts or referral handling, but the Census population estimate cannot determine any of those outcomes.
Recommended approach
Bring the firm’s actual service boundaries to the review. Decide which locations should be accepted, referred, or routed for attorney review, and make sure the proposed intake language reflects those decisions rather than treating Cumberland township as shorthand for all of Adams County or Pennsylvania.
