1. Define Coal coverage without treating the township as the whole market
Coal is recorded as a municipal-town in Northumberland County. That relationship matters when you decide how the firm describes its service area and which nearby locations should be considered separately. It does not authorize a broader geographic claim. Coal township, Northumberland County, Pennsylvania, a metropolitan area and the households or individuals within them are different geographic concepts. An LSA profile should therefore reflect the territory the firm actually serves, rather than treating every nearby place as interchangeable with Coal. The practical question is which locations the firm will accept, staff and evaluate—not how large the population sounds.
Recommended approach
Bring a written service-area policy to the consultation. Identify Coal township, any other locations the firm intentionally serves, excluded locations and matters that should be rejected because they fall outside the firm’s practice or geography.
