A firm should therefore decide whether its phone greeting, qualification questions and routing rules are intended for Butler township only, Luzerne County, a wider Pennsylvania service area or another defined footprint. The population estimate is context, not a forecast of inquiries. It cannot tell you how many people will call, how many callers need counsel or how many matters your firm could accept.

Write the geographic scope into the firm profile used for answering and into the questions your team wants reviewed. Do not use the township population as a substitute for call records.
