For a Tillamook-focused firm, that makes the first decision geographic: should coverage include Tillamook city only, additional cities in Tillamook County, or a broader Oregon footprint? The Census record places Tillamook city in Tillamook County, but it does not establish that residents throughout the county seek the same services or that every city warrants a page. It also does not establish demand for any legal matter.
Recommended approach
Create a service-area map from your actual intake history, referral patterns, court responsibilities, and client eligibility rules. Then ask Bosseo to show how the proposed city set follows that map. Treat Tillamook city as one defined municipality and Tillamook County as the recorded county relationship; do not use the city’s population as a proxy for the county or for prospective legal demand.
