1. Define the geographic scope before you interpret the numbers
Portland city is a municipality, while Clackamas County, Multnomah County and Washington County are recorded county relationships. Those are not interchangeable reporting areas. A dashboard discussion should therefore begin with the locations your firm actually wants to evaluate: Portland city, one or more counties, or another service area selected by the firm. A city total should not be treated as evidence of countywide demand, and a county relationship should not be presented as proof that every household or individual is a prospective client.
