Set the geographic boundary before discussing a story
The U.S. Census Bureau records Portland city as a municipality and gives it a 2020–2024 ACS 5-year population estimate of 641,165, with a margin of error of 734. The record also identifies relationships with Clackamas County, Multnomah County, and Washington County. Those are geographic facts, not proof that residents are searching for legal coverage or that a particular story will generate inquiries. Your firm should decide whether a page is about Portland city, one of those counties, Oregon more broadly, or a clearly identified legal event elsewhere in the state.
Recommended approach
Bring a written geographic policy to the consultation. It should identify the places your firm serves, the places it does not serve, and the kinds of Oregon stories that merit review. Use the policy to prevent a Portland page from implying countywide or statewide coverage that your firm has not chosen to provide.
