The Census record identifies Sunbury city as a municipality in Delaware County, Ohio. A dashboard can become misleading when a firm treats Sunbury, Delaware County, a wider metropolitan area, Ohio, households and individuals as interchangeable. They are not. A location label should therefore be part of the measurement definition, not a decorative filter. A Sunbury target may describe the city itself; a county target may describe a different service area; a statewide ranking may answer a different business question.
