Do not let a single municipality label stand in for every geography the firm serves.
Recommended approach
Write the geographic definition beside every location-based metric. During a consultation, ask which service-and-city targets, county relationships and practice areas should be tracked, and whether a location label means a search target, a caller’s stated location, a landing-page location or something else.
