That is population and eligibility context only; it does not establish legal demand, competition, search activity, leads, cases or revenue. A dashboard review should therefore distinguish Independence from Cuyahoga County, the broader Cleveland area if you choose to measure it, Ohio as a whole, and individual households or people. The geographic label attached to a ranking, call or lead changes the question you are answering. A city target is not automatically a county result.
