Start with the geography you actually serve
Garfield Heights is a city in Cuyahoga County, Ohio. A city boundary, a county relationship and a law firm’s intended service area are not interchangeable. For an LSA program, the relevant question is whether the firm wants inquiries from Garfield Heights alone, from other parts of Cuyahoga County, or from a wider area it can serve under its practice and professional obligations. Bosseo’s public LSA description identifies category and geography targeting as program decisions. The firm should therefore define acceptable locations before discussing spend. The Census population estimate supplies context for the municipality; it does not prove that a particular practice area has demand.
Recommended approach
Bring a written service-area decision to the consultation: locations the firm accepts, locations it excludes, and any location or matter restrictions that should trigger review before a call is treated as qualified.
