1. Set the geographic scope before judging a source
Cleveland city and Cuyahoga County are not interchangeable labels. The Census record identifies Cleveland as a municipality and records its county relationship as Cuyahoga County; it does not establish where your clients live, how far your firm serves, or which legal services people seek. That distinction matters when a lead reaches a Cleveland-focused page, a county-oriented page, or another service location. That gives your firm a way to examine the actual entry path rather than treating every local inquiry as one undifferentiated group.

Define the geographic labels your firm actually uses before reviewing attribution. Keep Cleveland city, Cuyahoga County and any broader Ohio or metropolitan service area separate in page naming, intake questions and reporting. Do not use the population figure as a proxy for legal demand. Ask whether the attribution record can distinguish the pages and service paths you intend to evaluate.
