1. Start with Cincinnati’s actual service boundary
Your firm may serve Cincinnati, the rest of Hamilton County, Ohio or a narrower area. Those are different geographic decisions. That makes your service boundary an implementation question: should an inquiry from Cincinnati be handled by the same person as one elsewhere in Hamilton County, or should location affect ownership? The Census record identifies Cincinnati as a municipality in Hamilton County; it does not establish where your clients come from or which matters you should accept.
Recommended approach
Bring your intended service area to the review. Decide whether location should be collected, used for routing, or simply reviewed by staff. Do not use Cincinnati’s population as a forecast of inquiries, signed matters or revenue.
