1. Define the geographic boundary before setting the campaign
Your firm may serve Celina city, other parts of Mercer County, or locations beyond the county. Those are different geographic decisions. The Census record identifies Celina city and its relationship to Mercer County; it does not establish where prospective clients search, where your firm accepts matters, or where Google will show an ad. A campaign should therefore begin with the locations your firm actually wants to serve rather than treating the city population as a forecast.
Recommended approach
Bring a written service-area policy to the consultation. Separate Celina from Mercer County locations and any additional Ohio coverage. For each area, identify accepted case types, travel limits, consultation rules and conflicts-screening considerations.
