The dashboard’s geographic questions need a written definition before they can support a budget decision. Bellevue is recorded as a city in Ohio, and its county relationships are Erie County, Huron County and Sandusky County. Those are different geographic levels. A Bellevue city result should not automatically be treated as an Erie County result, and a county-level result should not be described as proof of Bellevue demand.
