1. Set the geographic boundary before you count pages
Bosseo’s public product page describes two footprint choices: a whole state or selected counties. For a Bedford Heights evaluation, the exact relationship matters. Bedford Heights is in Cuyahoga County; it is not the same geographic unit as the county, the Cleveland metropolitan area, or Ohio. A page for Bedford Heights therefore should not be presented as a page for every resident of Cuyahoga County, and county coverage should not be described as coverage of the entire metropolitan area. The Census population estimate identifies the municipality; it does not show how many people search for a lawyer or whether a particular service has viable demand.
Recommended approach
Ask Bosseo to map the proposed footprint explicitly: Bedford Heights alone, selected cities in Cuyahoga County, or a broader county-based scope. Require the consultation to distinguish cities, counties, and the state in the page plan. Expand only when the firm can explain why each added location belongs in its service area and how inquiries from that location will be reviewed.
