Start with the geography your firm actually serves
The U.S. Census Bureau records Shelby as a municipality in Cleveland County and gives Shelby city a 2020–2024 ACS 5-year population estimate of 22,100, with a margin of error of 41. That is a population record, not proof of legal demand, search activity, competition, calls or revenue. A useful dashboard should therefore distinguish Shelby city from the wider Cleveland County service area rather than treating every local signal as interchangeable. Ask which service-and-city targets should be tracked, which calls are from Shelby, and whether a matter from elsewhere in the county should be grouped with Shelby or reported separately.
Recommended approach
During the review, agree on geographic labels before interpreting trends. Keep municipality, county and any broader North Carolina coverage distinct, and require a clear rule for assigning a call, form or matter to a location. Do not use the population estimate as a forecast; use it only to describe the municipality and to frame the scope you want to examine.
