1. Start with the Roxboro service boundary, not a population assumption
Your firm may serve Roxboro, the rest of Person County or a broader North Carolina geography. Those are different operating boundaries. A Roxboro municipality page should not silently imply countywide coverage, and a Person County service statement should not be treated as proof of demand in every community. The Census record identifies Roxboro city and its relationship to Person County; it does not say how many people contact lawyers, which matters they have or how quickly they expect a response. Automation therefore should be designed around the locations and matter types your firm has deliberately chosen to serve. Ask whether a submission should be routed by residence, office location, matter type or another firm-defined rule. Keep the geography in the workflow explicit so a team member can see why an inquiry was assigned.
Recommended approach
List the geographic areas your firm actually accepts before deciding on routing rules. Use Roxboro and Person County as precise labels where they are accurate, and leave broader North Carolina coverage out unless your firm confirms it.
