Define the service area without treating Waterloo as the whole market
The Census records Waterloo as a municipal town in Seneca County, New York. That exact relationship matters when you review where an ad may be shown and which inquiries your office can reasonably serve. A Waterloo-focused plan should distinguish the town from the county rather than using “Waterloo” as shorthand for every nearby community. The town’s population estimate is useful context for geographic scope, but it cannot tell you how many people search for a lawyer, how many firms advertise or how many inquiries a campaign will produce.
Recommended approach
Bring your preferred service area to the consultation as a list of places you actually want to serve. Review whether the proposed geography matches licensing, travel, court coverage, staffing and case acceptance rules. Keep Waterloo and Seneca County separate in reporting so an inquiry’s location does not disappear inside a broad regional label.
