1. Start with the service area, not a population-based page count
The Census identifies Suffern village as a municipality in Rockland County. That relationship matters because a firm may think about coverage at several different levels: Suffern itself, other cities and towns in Rockland County, or a wider New York service area. The population estimate does not tell you which legal searches occur, how many firms compete for them, or whether a particular page will generate a qualified inquiry. Bosseo’s public description says the program can be scoped to the whole state or only selected counties. The practical decision is therefore geographic: which places does your firm intentionally serve, and which locations should be excluded?

Define the footprint from your intake policy, court coverage, travel limits, and actual service area. Ask Bosseo to compare a Rockland County footprint with any broader New York option without treating Suffern’s population as a demand forecast.
