1. Set the geographic boundary before you design the intake
Your local decision starts with a precise service area. Parma is a municipal town in Monroe County, New York—not a synonym for the entire county, a metropolitan area or every person who may visit your website. The Census population estimate provides context for the town, but it cannot tell you how many people need legal help or how many will complete an intake. A Parma-focused review should therefore identify whether your firm accepts matters from Parma only, from Monroe County more broadly, or from additional areas that you define. The intake should not imply broader coverage than your firm actually provides.
Recommended approach
Write the geographic question into the review: which locations can your firm serve, which locations require referral or further review, and who decides when a visitor falls outside that boundary? Build location handling into the qualification discussion rather than treating Parma’s population as a forecast. If your website serves several locations, review whether the visitor’s location should change ownership, eligibility or follow-up.
