Before relying on a local figure, ask whether it refers to Manlius town, another municipality, Onondaga County, or a broader New York target. Also separate individuals and households from contacts, potential new clients, matters and revenue. The Census population estimate is useful for identifying the geographic frame, but it cannot establish demand or likely case volume.
