1. Set the geographic scope before reading the numbers
A Manchester law firm may discuss Manchester town, Ontario County or a broader New York service area. Those are not interchangeable reporting categories. The Census record identifies Manchester town and its relationship to Ontario County; it does not describe metropolitan coverage, client demand or legal need. A dashboard review should therefore begin with the firm’s own service-area definitions. Ask whether a city field, county field, landing-page location or call classification is being used when a report says that a lead came from a place. Do not treat the town’s population estimate as a forecast of cases or marketing return.
Recommended approach

For example, decide whether you need to distinguish Manchester from Ontario County and from other New York locations, then establish how those categories should be interpreted. Treat any geographic result as measured reporting, not as proof that a population figure creates demand.
