1. Start with the actual Lansing footprint

That is geographic and population context only. It does not establish demand for a particular legal service, competition, call volume, case volume, or revenue. For a Lansing firm, the first product decision is therefore scope: Lansing alone, selected places in Tompkins County, or a wider set of New York counties the firm actually serves.
Recommended approach
Make a service-area list before discussing page count. Mark each location as one the firm actively serves, one it is prepared to serve, or one it does not want to target.
