1. Start with the service area, not a population forecast
The Census record identifies Johnstown city and its relationship to Fulton County. It does not show where your potential clients search, whether nearby communities are commercially relevant to your practice, or how many firms compete for a category. That distinction matters because Local Service Ads use geographic and practice-area settings. A broad service area may create inquiries your firm cannot accept; a narrow one may omit locations you intentionally serve. The useful question is operational: which locations and matter types can your office handle consistently?
Recommended approach
Define Johnstown separately from any surrounding service territory. List the communities and county relationships your firm is willing to review, then compare that list with Google’s available service-area and category settings. Do not expand coverage because a population figure looks promising. Expand only when your capacity, licensure, matter fit and intake records support the decision.
