A location label can conceal several different scopes. Horseheads village is recorded separately from Chemung County, and a law firm may also serve people outside the village. The dashboard page says it can show tracked service-and-city targets, case-type breakdowns and which cities produce calls. That makes geographic definition an implementation question, not a conclusion drawn from the population estimate. Decide whether a report should identify Horseheads specifically, group activity under Chemung County, or include wider New York targets. Do not treat the village’s population as a forecast of inquiries or matters.
Recommended approach
Bring a written geographic list to the consultation. Ask which location appears beside a ranking, call, lead or matter; whether a single contact can be associated with more than one service area; and how the firm should interpret activity that does not identify a precise location. Agree on the geographic labels before using the dashboard for budget decisions.
