1. Start with Highland’s exact geography
Highland is a census-designated place in Ulster County, New York. That relationship matters when you review local reporting. A record labelled “Highland” should not be silently treated as all of Ulster County, the wider metropolitan area, New York State or an individual household. Those are different geographic and population concepts. Attribution should preserve the location labels used by your website, intake records and advertising accounts so that a local inquiry can be evaluated without overstating what the data proves.
