It is whether Erwin should sit inside a Steuben County footprint, a broader New York footprint, or a smaller service area that reflects where the firm actually accepts matters. Erwin’s recorded county relationship matters because a county-limited plan should treat Steuben County as the relevant geographic boundary. The town’s population estimate can help identify Erwin as a defined municipality, but it cannot justify a demand forecast.

Bring a current list of the counties, municipalities, and courts your firm is prepared to serve. Ask Bosseo to map the proposed footprint against your real intake boundaries and to explain how a county-only scope would differ from statewide coverage. Do not approve locations merely because they appear in a population table.
