Copiague is recorded in Suffolk County, so a county-limited plan would need to address whether Suffolk County is within your actual service area. A Copiague page should not imply that your firm serves every nearby place unless that is true and approved by the firm. Likewise, a statewide plan should not be treated as a requirement merely because the product can support it. Population is not a substitute for a service-area decision. The Census record establishes Copiague’s location and population estimate; it does not tell you which geographic searches produce viable matters.
Recommended approach
Start with the places your attorneys actually serve, the courts or procedures relevant to the matter, and the jurisdictions in which the firm is authorized to practice. Ask whether Copiague belongs in a Suffolk County footprint, a broader New York plan, or neither. Document exclusions as carefully as inclusions so a location page does not create an inaccurate expectation.
