1. Start with the Congers service area, not a population assumption
Your firm may describe its service area as Congers, Rockland County or a broader New York market. Those are different geographic scopes. Congers is a CDP, and the Census record places it in Rockland County. The population estimate is useful for naming the market being evaluated, but it cannot tell you how many people need legal help, search for a lawyer, contact your office or become clients. Lead Attribution should therefore be evaluated against the geography your firm actually serves, rather than against a population-based forecast.
Recommended approach
Before reviewing attribution, write down the geographic labels that matter to your intake and reporting: Congers, Rockland County and any additional areas your firm intentionally serves. Then decide whether a useful report should distinguish a Congers inquiry from an inquiry elsewhere in the county or New York. Keep geography as a field to review, not as proof of demand.
