1. Start with the White Rock service area, not a population promise
White Rock is recorded as a census-designated place in Los Alamos County, New Mexico. The 2020–2024 ACS 5-year estimate lists 5,716 residents, with a margin of error of 594. That is a measured geographic fact, but it cannot tell you how many people will visit your site, which legal matters they may have, or whether a video experience will outperform your present form. It does establish a useful boundary for planning: decide whether the intake is meant for visitors identifying with White Rock, for people elsewhere in Los Alamos County, or for a wider New Mexico service area. Those are different routing and qualification choices.
Recommended approach
Write the geographic questions explicitly. If location affects eligibility, include a location question and define what happens when a visitor selects White Rock, another part of Los Alamos County, or a place outside the firm’s service area. Do not use the population estimate as a forecast of inquiries or revenue.
