For a Portales firm, the first question is whether the intended footprint is Portales alone, Roosevelt County, or a broader New Mexico service area. Portales is a city; Roosevelt County is a county. They should not be treated as interchangeable, and a city page should not imply that the firm serves every nearby place unless the firm confirms that scope.
Recommended approach
Define the service geography before evaluating page count. List the cities and counties where the firm accepts matters, then separate locations that receive full representation from locations where the firm only offers consultations, referrals, or limited services. Use Portales and Roosevelt County as confirmed geographic labels, not as a proxy for demand.
