1. Define the geographic view before reviewing ROI
Carlsbad city and Eddy County are not interchangeable reporting areas. The Census record identifies Carlsbad as a municipality and places it in Eddy County, while the population estimate applies to the city. A useful dashboard review should therefore make the reporting geography explicit rather than treating every local result as a Carlsbad result. Ask whether a city label refers to a search target, a caller’s location, a service area, or a matter’s location. Those definitions can produce different totals.

During your consultation, request a written definition for every location field you expect to use.
