Bosseo says its program can cover an entire state or only selected counties. For this decision, Alamogordo and Otero County should not be treated as interchangeable labels. Alamogordo is the municipality; Otero County is the recorded county relationship. A page plan should state whether the firm wants Alamogordo coverage, broader Otero County coverage, or a larger New Mexico footprint. The Census population estimate describes Alamogordo city only. It cannot be used to claim that every city in Otero County has equivalent demand or that statewide coverage will produce inquiries.
Recommended approach
Ask Bosseo to show the proposed geographic scope in plain language. Confirm which municipalities and counties would receive pages, which communities the firm is prepared to serve, and what decision would justify expanding beyond Otero County. Keep the initial plan aligned with actual consultation, court, and intake capacity rather than using population as a proxy for opportunity.
