Start with the correct Toms River geography
Toms River is identified in the Census record as Toms River CDP, New Jersey, with Ocean County as its recorded county relationship. A CDP geography is not the same thing as a promise that every person in that geography is a prospective client. For an LSA program, the practical question is narrower: which service areas can the firm responsibly serve, and which inquiries should be excluded because they fall outside the firm’s location or practice scope? Bosseo’s public LSA description includes category and geography targeting, with service areas set deliberately around the case types and locations a firm wants. That makes the Toms River–Ocean County relationship relevant to configuration, but not proof of demand.
Recommended approach
Map the firm’s actual service area before discussing budget. Review Toms River, Ocean County and any additional New Jersey locations separately, then decide whether each location belongs in the profile based on licensure, travel, court coverage and intake capacity. Do not use the population estimate as a forecast.
