1. Set Gloucester City and Camden County boundaries deliberately
Gloucester City is recorded as a municipality in Camden County. That relationship is useful when you decide how to describe service coverage, but it does not mean a campaign should automatically target every household or every searcher in the county. A firm may want Gloucester City only, Gloucester City plus selected Camden County communities, or a broader New Jersey territory. Those are different operating decisions.
