1. Put Berkeley and Ocean County into the reporting definition
The Census record identifies Berkeley as a municipal-town in Ocean County, New Jersey. That is a geographic relationship, not evidence that one location produces more cases than another. A dashboard review should therefore distinguish Berkeley township from Ocean County and from any broader New Jersey or metropolitan target. Before relying on that view, ask how a location is assigned: by the page visited, caller statement, form selection, address, service area or another rule. A location label without a documented definition can make two different situations look alike.
