Your firm still needs to define what “local” means for its service area. Those are different editorial and measurement choices. The ACS estimate of 5,994 concerns Alton town, not the county, the state, or the number of people seeking counsel. It should therefore help establish geographic context, not justify an assumption about demand.
Recommended approach
Ask Bosseo to review a proposed coverage map that distinguishes Alton, Belknap County and New Hampshire. Decide which locations may appear in headlines, explanations, internal links and calls to action. Keep broader state coverage only where the story and the firm’s actual service area make it useful.
