1. Turn Fallon’s geography into a deliberate footprint
The Census record identifies Fallon as a municipality in Churchill County. That exact relationship matters because a page for Fallon city is not the same thing as a page for Churchill County, all of Nevada, or a metropolitan area. The firm should decide which geography it actually serves before considering page coverage. Bosseo’s public product text says its system can cover an entire state or only counties selected by the firm, and that each city within the chosen footprint can receive service-specific coverage.
Recommended approach
Begin with a service-area decision, not a page-count target. List the communities and counties the firm genuinely serves, then ask whether a Fallon page, other Churchill County pages, or a broader Nevada footprint would be accurate and useful. Do not use Fallon’s population as a proxy for demand.
