1. Start with the University City service area, not a population assumption
The Census record identifies University City city as a municipality in St. Louis County. Its population estimate is useful for defining the place named on this page, but it cannot tell a firm how many people need legal help or how many website visitors will complete an intake. A firm may serve University City while also accepting matters elsewhere, so the first product question is geographic eligibility: which locations, matter types and circumstances should the intake recognize?
