1. Start with the geographic relationship, not a population guess
Union and Franklin County are not interchangeable labels. A Union-focused review should distinguish inquiries associated with the city from matters connected to the wider county or other places your firm serves. The Census population estimate identifies the municipality and its county relationship; it does not establish how many people seek legal help, where they search, or whether a particular marketing channel performs well. Lead Attribution can help you examine the geographic and source information your existing journeys contain, but the local population number should not be treated as a lead forecast.
Recommended approach
Define the service areas and matter categories you want to evaluate before reviewing attribution. Ask whether a record is being assessed by caller location, service location, landing-page intent, office coverage or another firm-defined rule. Keep Union and Franklin County as separate geographic questions when that distinction affects ownership, qualification or follow-up.
