Start with Kearney and Clay County service boundaries
The relevant geography is not simply a city name on an ad. Kearney is recorded as a municipality in Clay County, Missouri. Your firm may serve only Kearney, Kearney plus other Clay County communities, or a broader area. Those are different targeting decisions.
